Maybe it was a whole flock? Though you'd think someone would see a huge flock. I keep seeing them no matter where I go.
I might call a couple other people in different parts of Johto just to see...but I think you're right. They really are kinda all over the place!
Keep an eye out for any Pokemon that matches the colors on the feathers, just in case.

There's a bunch of Gyarados there. But I'm mostly up here because of the forested area around it. It's nice.
